Kernel for Manifesto-based Intent Recognition. Fuzzy matching pipeline using Levenshtein distance and cosine similarity against pre-computed rule embeddings. Evaluates what the model is attempting to produce, not what it already produced. Structural gate fires on prohibited intent categories before output is generated.
